In a pan, add grated jaggery, grated coconut, and cardamom powder. Cook on medium heat until the jaggery melts and the mixture comes together. Remove from heat and let it cool.
In a separate pan, bring water to a boil. Add ghee and rice flour to the boiling water and stir well. Cover the pan with a lid and let it cook for 2-3 minutes over low heat.
Turn off the heat and let the dough cool for a few minutes.
Knead the dough until it is smooth and pliable.
Divide the dough into small balls and shape them into small cups using your fingers.
Fill each cup with a spoonful of the coconut-jaggery mixture.
Bring water to a boil in a steamer or a large pot. Place the modaks in the steamer or pot and steam for 10-12 minutes until they are cooked.
Serve the modaks hot or at room temperature.
