Cooking Steps
Place the cleaned and scaled fish in a heat-proof dish that will fit inside a steamer basket.
In a small bowl, mix together the chopped garlic, sliced chili peppers, fish sauce (soy sauce+ vinegar+ salt), lime juice, and sugar until the sugar dissolves.
Pour the sauce over the fish, making sure to coat it well.
Place the dish inside the steamer basket and steam the fish for 15-20 minutes, or until the flesh is opaque and easily flakes apart.
Remove the fish from the steamer basket and garnish with fresh cilantro and mint leaves before serving.
