Rinse the rice in cold water until the water runs clear. Soak the rice for 20-30 minutes.
In a pot, add the soaked rice, water, and salt. Bring to a boil over high heat.
Reduce the heat to low and cover the pot with a tight-fitting lid. Simmer for 15-20 minutes until the rice is cooked and the water is absorbed.
In a pan, dry roast the cumin seeds until fragrant and lightly toasted.
Add chopped green chili. Sauté for 1-2 mins.
Add the cooked rice to the pan and stir well.
Add chopped cilantro leaves and mix well.
Serve the cilantro rice hot.
