In a saucepan, heat the vegetable broth over medium heat.
In a large saucepan or Dutch oven, melt the butter or heat the olive oil over medium heat.
Add the chopped onion and minced garlic and sauté for 2-3 minutes until the onion turns translucent.
Add the arborio rice to the saucepan and stir well to coat the rice with the butter or oil.
Add the white wine and stir well until the wine has been absorbed by the rice.
Add a ladleful of hot vegetable broth to the rice and stir well.
Continue adding the broth one ladleful at a time, stirring constantly, until the rice is cooked and the broth has been absorbed. This should take around 20-25 minutes.
Stir in the grated Parmesan cheese and season with salt and black pepper to taste.
Garnish with fresh parsley and serve hot.
