Rinse and soak the rice and lentils in water for at least 2-3 hours.
Drain the water and grind the soaked rice and lentils along with dried red chili, ginger, cumin seeds, and salt to a coarse batter. Add water as needed to get the right consistency.
Heat a griddle or non-stick pan over medium heat. Spray cooking spray lightly on the griddle.
Pour a ladleful of the batter onto the center of the griddle and spread it in a circular motion to make a thick pancake.
Cook until the bottom is golden brown and crispy, then flip and cook the other side until golden brown and crispy as well.
Repeat with the remaining batter, spraying cooking spray as needed.
Serve hot with coconut chutney or tomato chutney.
